The Division: Conflicts has more rewarding Loot with clear progression steps. The livestream today outlined the new content in the game, but this post will focus on changes to the Loot system.

As with Incursions update 1.1, Ubisoft Massive has been trying to shift the focus of acquiring loot away from crafting to loot drops. With Conflicts, the shift continues with an even stronger emphasis on loot drops.
The firm stated previously it felt Loot drops didn’t feel very rewarding due to rare upgrades and low Gear Score, and some of the best gear was limited to Incursion Challenge Mode. Plus crafting was still the best source of 204 weapons because of loot drop rarity. On top of that, Dark Zone drops often didn’t match the player’s Gear Score and they were also “underwhelming.”
When Conflicts launches, Loot drops will be more generous, provide more diversity with gameplay options, have clearer progression steps, and Dark Zone offerings will be more consistent to the player’s Gear Score.
High Value Targets Loot
As reported earlier, High Value Targets (HVT) are 30+ elite enemies. Player will be made aware of them via two NPCs located in the Base of Operations. There are six daily and four weekly missions accessed using the new Target Intel currency. Each HVT will provide a reward, but “the main focus” is the Loot which will drop from the named NPCs.
Here’s what you can expect:
- High Value Target (Daily) – 1x 182 High End or 214 Gear Set – chance for 1x 191 Gear Set
- High Value Target (Weekly) – 1x 182 High End or 214 Gear Set – chance for 1x 214 Gear Set
- High Risk Target (Weekly) – 1x 204 High End or 1x 214 Gear Set – chance for 1x 240 Gear Set
Again, the missions follow a similar line of progression and the reward is based on the rank of the mission. The most difficult ones will provide the best gear.
Hard Mode and Challenge Mode main mission changes
Changes to Loot drops when taking part in these missions has also been significantly changed. These changes will provide players with an opportunity to acquire the gear needed for higher brackets in the Dark Zone and Hard Mode Incursions.
When a player completes the Hard Mode or Challenge Mode missions, they will receive the following:
- Hard Mode (Boss Drop) – 1x 163 High End
- Hard Mode (Mission Reward) – 1x 163 High End
- Challenge Mode (Boss Drop) – 2x 182 High End; 1x 182 High End or 214 Gear Set; chance for 1x 191 Gear Set
- Challenge Mode (Mission Reward) – 1x 182 High End
Changes to Incursions Loot
From now on, every time a player clears and Incursion they will receive an item relevant to the difficultly in which it was completed. In update 1.2 players will receive a weekly reward. This allows them to acquire a guaranteed weapon once per week, per character. This also includes additional loot drops.
Basically, it is a more “effective” way to farm Incursion to obtain the gear needed to beat it on Challenge mode, or find a Gear Set with the attributes they really want.
In update 1.2 players will receive:
Hard Mode (Boss Drop)
- 1x 204 High End Weapon
- 1x 214 Gear Set
- 182/204 High End or 214/240 Gear Set
Hard Mode (Weekly Reward)
- 1x 204 High End Weapon
- 1x 214 Gear Set
Challenge Mode (Boss Drop)
- 1x 204 High End Weapon
- 1x 240 Gear Set
- 1x 204 High End or 240 Gear Set
Challenge Mode (Weekly Reward)
- 1x 204 High End Weapon
- 1x 240 Gear Set
More rewarding Dark Zone Loot
As the player collects better Loot and move into higher named areas in the Dark Zone, they will also progress into a new Gear Score bracket. To help matters, the team has made the following Loot drop changes to the 0-161 Gear Score and 162-200 Gear score brackets:
- Named NPC Level 30 (DZ01 and DZ02) – 1x 163 High End or 191 Gear Set
- Named NPC Level 31 (DZ03 and DZ04) – 1x 163/182 High End or 191/214 Gear Set
- Named NPC Level 32 (DZ05 and DZ06) – 1x 163/182/204 High End or 191/214/240 Gear Set
With the 201+ Gear Score Dark Zone bracket, encounters are very difficult and the rewards will now reflect the challenge. While the gear already needs to be high in order to survive the area, there are rare upgrades which players need to make the bracket easier. This means players are in need of better loot opportunities.
The quality of equipment players find is, again, directly related to the enemy level for named NPCs and Dark Zone named zone for Supply drops. Therefore, the Loot drops in 1.2 for the 201+ Gear Score bracket are as follows:
- Named NPC Level 32 (DZ01 and DZ02)- 1x 182/204 High End or 214/240 Gear Set
- Named NPC Level 33 (DZ03 and DZ04) – 1x 182/204 High End or 214/240 Gear Set
- Named NPC Level 34 (DZ05 and DZ06) – 1x 204 High End or 240 Gear Set
Supply drops will also now provide rewards that scale with the difficulty of the NPC guarding them along with the “limited number” which drop.
The Supply Drops will now scale with Dark Zone Gear Score bracket and named zone. The rewards are as follows for Gear Score 0-161 and 162-200 brackets:
DZ01 and DZ02
- 1x 163/182 High End
- chance for 191 Gear Set
DZ03 and DZ04
- 1x 163/182 High End
- chance for 191/214 Gear Set
DZ05 and DZ06
- 1x 182/204 High End
- chance for 214 Gear Set
Here are the Supply Drops for the Gear Score 201+ bracket:
DZ01 and DZ02
- 1x 182/204 High End
- chance for 214/240 Gear Set
DZ03 and DZ04
- 1x 182/204 High End
- chance for 214/240 Gear Set
DZ05 and DZ06
- 1x 204 High End
- chance for 240 Gear Set
In short, with the Conflicts update coming to The Division, players can expect more sources for high quality Loot for the Open World. Mission rewards will be increased on main missions in Hard and Challenge Modes and a guaranteed 204 weapon will drop in Incursions weekly.
To recap further, when clearing Hard Mode or Challenge Mode Incursions, players will always be rewarded with a loot drop relevant to the difficulty. And the quality of Loot from Supply Drops has been increased significantly.
Plus, there’s the revamp to the Loot drops in all Dark Zone Gear Score brackets which create a more clear line of progression and make Loot drops feel more rewarding.
