At first, I really don't know what's the problem as last time I checked, my PC can run this game.
Here's the maximum requirements for Nier: Automata:

Communication Environment: Broadband or higher
Screen Resolution: 1920×1080
DirectX: DirectX 11
Other: Mouse, Keyboard, Gamepad (XInput-only)
And here's my rig:
Windows 10 64-bit
Processor: Intel(R) Core(TM) i7-4510U CPU @ 2.00GHz (4 CPUs), ~2.6GHz
Memory: 8192MB RAM
Available OS Memory: 8116MB RAM
DirectX Version: DirectX 12
Screen Resolution: 1920×1080
GeForce 840M
As you can see, my rig meets the requirements but I still experienced low fps playing Nier: Automata.
So I have done some research and found out that it looks like Nier: Automata could be badly ported to the PC. In short, the PC version wasn't done right! There are couple of things that eats up a lot of RAM that causes this low FPS.
The solution:
It's really simple. All you need to do is download a mod called FAR or Fixed Automata Resolution Mod. This mod is really amazing as it not only does it fixes the low FPS issue, but it also fixes the fullscreen problem of the game in pc (This is when the game suddenly goes to window mode).
How to use the FAR mod:
1. Download the FAR mod. Here's the download link.
Bonus tip: I don't know why but some are reporting that the Nier far mod isn't working. I think because there are new versions of this mod. If the above link isn't working for you, then I suggest you to try this link.
2. Once your download is complete, click the zip file.
3. Now place all item in your far mod zip file, to the Nier: Automata game directory. Simply locate your Nier Automata folder (usually it's in C drive, then go to steam, then steamapps and then Nier: Automata), and then select, drag and drop all items in zip file to Nier: Automata folder.
Now I'm sorry if I can't post a video right now, showing that this FAR mod actually works as I'm using FRAPS to record my games. And FRAPS can't be used while the FAR mod is ON. But, I have a couple of screenshot below the proves that this mod is working.
Tip: Oh by the way, to access the FAR MOD console, just simply click CTRL+LEFT SHIFT+BACKSPACE.
Here's the initial FPS of my game (Without FAR fix):
As you can see, my FPS is only 12.3 and take note that I'm stationary and not moving. When I'm moving or fighting enemies, I drop to 10 frames per seconds or less.
Now here's my FPS when I used FAR MOD:
30 FPS JUMP! Now that's totally insane!
The real problem of low FPS in Nier: Automata
After using the FAR MOD, I discovered the real problem regarding the low fps for Nier: Automata in PC. That is the Global Illumination of the game which I think consumes a lot of memory. When you set this OFF, it will grant you the 30 fps or more playing the game on PC.

Now let's head to troubleshooting some problems you will encounter during the installation of FAR mod.
Why am I hearing a Metal Gear Solid 5 exclamation sound?
This sound is cause by the FAR Mod. If you have downloaded the wrong FAR mod or mistakenly place it to where it should be, then this MGS5 exclamation sound will alarm you that there's something wrong. Best way is to delete all FAR Mod item in your Nier: Automata folder and do it again.
I can't open Nier Automata?
This is cause by the FAR mod also. Best way to resolve is re-install it.
