A Clever Way to Determine Pokémon’s Level Without Violating Pokémon GO’s ToS
Now I know there’s a couple of app (one example is PokeAdvisor) and methods in the internet that teaches you how to calculate your Pokémon level but the thing is, all of them violates the terms of service of the Pokémon GO app.

However, if we ignore direct web requests or mitm packet sniffing (for fear of bans and/or end user impracticality,) I think this is a somewhat viable solution for getting a Pokémon’s level when the IV calculations are ambiguous.

A guy named curtix has created an ingenious way to calculate the level of your Pokémon without violating any terms of services. He called his creation the Pokemon GO CP Protactor, which is basically derived from the calculations of the IV rater from Silph Road and some thin paper. In fact, you can try it out yourself! It’s really simple: All you need is download some zip files, input some number, save and print the image.

If you want a more detailed guide on how to do it, then continue reading below.

How to make your very own Pokemon GO CP Protractor

1. First, download these source code. Take note to download it as zip file.

2. Once finished, simple extract the zip file and then open the “Pokemon GO CP Protractor” folder. And then open the “PogoLevelCalc” using your web browser.

3. In the “PogoLevelCalc” window, just change the value depending on the type of your phone and printer, and your Pokemon GO trainer level.

Some important notes: If you don’t know the aspect ratio and the screen diagonal of your phone, then you can just simply search it on Google. Also take note that you should input the exact value of your printer DPI so the output image won’t be messy, and it will be as the exact same size as your phone. Lastly, try to use a thin paper if possible.

4. Then save the Protractor image and print it.

5. Now go test it out. Turn up your screen brightness and turn down the lights.

This Blastoise is lvl 22.5
It's pretty self explanatory if you look at the image above, but the phone's screen easily projects through the paper and you can gauge how far the CP Meter is filled via the "protractor" overlay.
