We've had several builds of Patch 7.1.5 on PTR. As we near release, it has become somewhat hard to keep track of which Legendary items have changed throughout testing, which is why we came up with a summary of all changes to Legendary items implemented up to the latest build and compared it to Patch 7.1.0.
Blizzard's goal in Patch 7.1.5 is to eliminate BiS Legendary Items and focus more on utility. This was done by nerfing Legendaries that were too good and buffing some underperforming.
Misc.
Distilled Titan Essence:
Old: Infuse a Legion Legendary item with greater power, up to item level 925.
New: Infuse a Legion Legendary item with greater power, up to item level 940.
Shared Legendary Items
Shared between more than one class.
1. Aggramar's Stride
Old: Increases your movement speed by 75% of your haste.
New: Increases your movement speed by 75% of your Haste or Critical Strike, whichever is higher.
2, Cinidaria, the Symbiote
Old: Your attacks cause an additional 30% damage as Physical to enemies above 90% of health.
New: Your attacks cause an additional 30% damage as Physical to enemies above 90% of health and heal you for 100% of the damage done.
3. Norgannon's Foresight
Old: Your instant cast spell have a chance to trigger Foresight, making your next non-instant cast spell castable while moving. (Approximately 3 procs per minute)
New: Standing still for 8 seconds grants your Foresight, allowing you to cast whily moving for 5 seconds. This duration begins when you start moving.
4. Prydaz, Xavaric's Magnum Opus
Old:

After not taking damage for 5 sec, you gain an absorb shield for 15% of your maximum health for 30 sec. This effecy may occur once every 30 sec.

Every 30 sec gain an absorb shield for 25% of your maximum health for 30 sec.
5. Roots of Shaladrassil
Old: Standing still causes you to send deep roots into the ground, healing you for 4% of your maximum health every 3 sec.
New: Standing still causes you to send deep roots into the ground, healing you for 4% of your maximum health every 2 sec.
6. Sephuz's Secret
Old: Successfully applying a loss of control effect to an enemy grants you 70% increased movement speed and 15% Haste for 10 sec. This effect may occur once every 30 sec.
New: Successfully applying a loss of control effect to an enemy, interrupting an enemy, or dispelling any target grants you 70% increased movement speed and 25% Haste for 10 sec. This effec may occur once every 30 sec.
Death Knight
1. Perseverance of the Ebon Martyr
Old:Howling Blast deals 40% increased damage to enemies affected by Remorseless Winter.
New: Howling Blast deals 40% increased damage to enemies recently damage by your Remorseless Winter.
2. Seal of Necrofantasia
Old: Empower Rune Weapon gains 1 additional charges and recharges 5% faster.
New: Empower Rune Weapon gains 1 additional charges and recharges 10% faster.
3. The Instructor's Fourth Lesson
Old: Scourge Strike has a chance to burst an additional 1-5 Festering Wounds.
New: Scourge Strike has a chance to burst an additional 1-3 Festering Wounds.
Demon Hunter
1. Anger of the Half-Giants
Old: Demon Blades generates an additional 1 to 20 Fury.
New: Demon Blades generates an additional 1 to 14 Fury.
2. Loramus Thalipedes' Sacrifice
Old: Fel Rush deals 5% increased damage to each subsequent target hit.
New: Fel Rush deals 10% increased damage to each subsequent target hit.
3. Runemaster's Pauldrons
Old: Metamorphosis resets the remaining cooldown on all your Sigils.
New: Metamorphosis resets the remaining cooldown on all your Sigils and Empower Wards, and grants you 1 charge of Demon Spikes.
Druid
1. Ekowraith, Creator of Worlds
Old: Increase the effect of Astral Influence, Feline Swiftness, Thick Hide, and Ysera's Gift by 50%.
New: Increase the effects of Thick Hide, Astral Influence, Feline Swiftness, and Ysera's Gift by 75%.
2. Impeccable Fel Essence
Old: Incarnation: Chosen of Elune: The remaining cooldown on Incarnation: Chosen of Elune is reduced by 1 sec for every 8 Astral Power you expend.
New: Chosen of Elune: The remaining cooldown on Incarnation: Chosen of Elune is reduced by 1 sec for every 12 Astral Power you expend.
3. The Emerald Dreamcatcher
Old: Starsurge reduces the Astral Power cost of your Starsurges by 10 for 3 sec. Stacks up to 2 times.
New: Starsurge reduces the Astral Power cost of your Starsurges by 7 for 2 sec. Stacks up to 2 times.
Hunter
1. Nesingwary's Trapping Treads
Old: Gain 15 Focus when one of your traps is triggered.
New: Gain 25 Focus when one of your traps is triggered.
2. The Apex Predator's Claw
Old: Your pet gains the passive abilities of all pet specializations and deals 10% increased damage.
New: Your pet gains the passive abilities of all pet specializations and deals 5% increased damage.
3. The Shadow Hunter's Voodoo Mask
Old: Heal for 20% of your maximum health when you activate Feign Death then heal for an additional 5% of your maximum health every sec afterwards for 10 sec.
New: Heal for 20% of your maximum health when you activate Feign Death then heal for an additional 5% of your maximum health every sec afterwards for 10 sec while still Feigning Death.
4. Ullr's Feather Snowshoes
Old: The remaining cooldown on Trueshot is reduced by 1.0 sec each time you cast a Damaging Shot.
New: The remaining cooldown on Trueshot is reduced by 0.8 sec each time you cast a Damaging Shot.
Mage
1. Marquee Bindings of the Sun King
Old: After consuming Hot Streak, there is a 20% chance that your next non-instant Pyroblast cast within 15 sec deals 300% additional damage.
New: After consuming Hot Streak, there is a 20% chance that your next non-instant Pyroblast cast within 15 sec deals 275% additional damage.
2. Mystic Kilt of the Rune Master
Old: Arcane Barrage grants 4% of your maximum mana per Arcane Charge spent.
New: Arcane Barrage grants 3% of your maximum mana per Arcane Charge spent.
3. Koralon's Burning Touch
Old: Scorch deals 350% increased damage against enemies below 25% health.
New: Scorch deals 350% increased damage and is a guaranteed Critical Strike against enemies below 30% health.
4. Rhonin's Assaulting Armwraps
Old: Arcane Missiles has a 25% chance to make your next Arcane Blast cast within 6 sec cost no mana.
New: Arcane Missiles has a 18% chance to make your next Arcane Blast cast within 6 sec cost no mana.
Monk
1. Cenedril, Reflector of Hatred
Old: The amount of damage that Touch of Karma can redirect is increased by 150% of your maximum health.
New: Touch of Karma deals 150% increased damage.
2. Ei'thas, Lunar Glides of Eramas
Old: Rising Sun Kick causes your target's next melee attack to extend your heal over time effects by 2 sec.
New: Rising Sun Kick causes your target's next melee attack to extend your heal over time effects by 5 sec.
3. Firestone Walkers
Old: Each enemy you hit with Breath of Fire reduces the cooldown of Fortifying Brew by 1 sec, up to a maximum of 4 sec.
New: Each enemy you hit with Breath of Fire reduces the cooldown of Fortifying Brew by 2 sec, up to a maximum of 6 sec.
4. Fundamental Observation
Old: Zen Meditation now lasts through 3 melee attacks.
New: Zen Meditation has 50% reduced cooldown and is no longer cancelled when you move or when you are hit by melee attacks.
5. Hidden Master's Forbidden Touch
Old: Touch of Death can be used a second time within 3 sec before its cooldown is triggered.
New: Touch of Death can be used a second time within 5 sec before its cooldown is triggered.
Paladin
1. Chain of Thrayn
Old: Casting a non-greater blessing heals target for 15% of maximum health.
New:
Holy- Avenging Wrath increases healing done by an additional 25% and increases damage done by an additional 20%.
Protection, Rettribution- Avenging Wrath increases healing done by an additional 50% and increases damage done by an additional 20%.
Crusade- Avenging Wrath increases healing done by an additional 50% and increases damage done by an additional 20%.
2. Justice Gaze
Old: Hammer of Justice deals 350% of weapon damage and has 65% reduced cooldown when used against an enemy above 75% health.
New: Hammer of Justice deals (600% of weapon damage) Holy damage and has 75% reduced cooldown when used against an enemy above 75% health.
3. Liadrin's Fury Unleashed
Old: While Avenging Wrath is active, you gain 1 Holy Power every 2.5 sec.
New: While Avenging Wrath is active, you gain 1 Holy Power every 4 sec.
4. Uther's Guard
Old:
Holy, Protection- Increases the durations of your Blessing of Freedom, Blessing of Sacrifice, and Blessing of Protection by 50%.
Retribution- Increases the durations of your Blessing of Freedom and Blessing of Protection by 50%.
Blessing of Spellwarding- INcreases the durations of your Blessing of Freedom and Blessing of Spellwarding by 50%.
New:

Old: Allies protected by your Guardian Spirit also receive healing from each of your active Renews.

Old: Your first Mind Sear cast after entering Voidform spreads Shadow Word: Pain and Vampiric Touch to 3 enemies within 10 yards of your target.

Rogue
1. Greenskin's Waterlogged Wristcuffs
Old: Between the Eyes has a 20% chance per Combo Point to increase the damage of your next Pistol Shot by 400%.
New: Between the Eyes has a 20% chance per Combo Point to increase the damage of your next Pistol Shot by 300%.
2. Insignia of Ravenholdt
Old: Your attacks that generate combo points deal 20% additional damage as Shadow to all targets within 15 yards in front of your.
New: Your attacks that generate combo points deal 12% additional damage as Shadow to all targets within 15 yards in front of your.
3. Shadow Satyr's Walk
Old: Shadowstrike restores 10 Energy plus an additional 1 Energy for every 2 yd between you and your target.

Old: For the first 3 sec after activating Blade Furry, your melee attacks strike all nearby enemies for 70% of normal damage.

Old: Damaging enemies with your Fire, Frost or Nature abilities increases all damage you deal by 2% for 8 sec. Each elements adds a seperate application.
New: Damaging enemies with your Fire, Frost or Nature abilities increases all damage you deal by 1.5% for 8 sec. Each elements adds a seperate application.

Old: Healing Wave and Healing Surge increase the healing of your next Chain Heal by 15%, stacking up to 5 times.
New: Healing Wave and Healing Surge increase the healing of your next Chain Heal by 10%, stacking up to 5 times.

Old: While Ghost Wolf is active, the remaining cooldown on Feral Spirits recovers 75% faster.
