I was hesitant to share this earlier this day as I am doubting if this is true or not. Waited for a more concrete proof and it turns out that this is really true...
SOMEBODY HAS THE TWILIGHT GARRISON!
A guy which has a twitter account @Lindeman0012 shared that he has found the Twilight Garrison:
In addition to the image above, he posted a video which shows that he did got the Twilight Garrison and has already equipped it... Boy I was really jealous seeing his Guardian! So awesome!
He did not share any concrete info on how he got the chest piece but by looking at the video, he has got the Twilight Garrison from the Exotic Engram... So basically, our clue on how we can get it lies on the Exotic Engram... In addition, some speculates that it will be sold by Xur on the weekend but that is just pure speculation though but, who knows...

- Twilight Garrison is a Year 2 Exotic Armor released in The Taken King expansion.
